Welcome to the board! In reference to your questions:
1. A mixture of both. Most folks understand neither Will nor any other member of the BA Forums staff can comment on when things come out, and
this post in the Ask Will section helps explain why. We can and do remove messages explicitly asking those types of questions, although there aren't quite as many as you'd think. Beyond that, when folks ask, they're simply referred to the post I linked to above.
2. Will releases new molds . . . when they're ready! There's no specific schedule as to when they're released, given that developing does take a tremendous amount of time and resources and delays can occur at any point in the process.
As for how many items are part of new releases/molds, that changes from mold to mold!
3. How-to modification questions really aren't appropriate for this board. If you're looking for help with general modding of weaponry and/or minifigs, the two best places to go are the
KAM Forums and the
Eurobricks Minifig Customization forum.
4. Will can and does give away prototypes to fans of BrickArms who attend LEGO conventions that Will is part of as a vendor. He also donates prototypes to contests both on this board and elsewhere online to encourage folks to build. Beyond those two avenues, they're more fun things for folks to see and talk about for Will to get feedback on designs that are still in development than anything for mass consumption. Not that you can tell for how great some of Will's prototypes look!
